This is not really what you're looking for, but the Ultra Encode HDMI from
Magewell will encode video and then send out by UDP. Costs less than $400 and
is intended for 24-7 use. I use one to stream my channel to the web using RTMP
and it is quite reliable. It actually has two different encoders, so you could
send a lower bitrate RTMP version to the web while using the main encoder for
UDP. But you would have to have some kind of separate player as it accepts
HDMI (or HD-SDI for a bit more money). You could use a cheap Android TV box to
receive a .m3u8 stream or play out your video files.

time limit to overcome, but does work. OPpen source so there is a possibility
someone has already solved it. Steaming becomes inexpensive with small
