Actually, it's missing the point given the level of illegal immigration. In
order to maintain and legislate for a minumum wage, a worker needs to be
'legal' in the sense of being able to have course of redress if their wage
falls below the miminum level. An illegal immigrant being paid below the
minimum wage cannot go and complain to the authorities.
Allowing illegal immigration, or at least doing little to prevent it, is an
effective method of subverting minimum wage legislation. Hence it is no
suprise that Bush would do little to alleviate the problem.
