I have a software called ArcSoft Photoimpression that does all the things you
mention, including creating albums. Also Microsoft PictureIt!Photo Premium 9
seems to do most of that. However, I can't tell you about techniques for any
advanced use, since I mostly ply that gadgetry to format paintings from
Webmuseum for use as wallpaper.
