If this user is on Hotmail or Live Mail from Microsoft this might make a bit of sense however since they are using Outlook Express that would not be a problem. It is probably the case that Microsoft do not wish to continue support using the their webmail service with IE7 and therefore encouraging the user to upgrade. As I say since user's with real email clients are in the minority for this type of account the message can be ignored since it won't change their access to email. Regards.
