I don't want to rain on anybody's parade here, but to the cynic in me,
the above sounds as if this senior IAS officer is just fishing for a
lower price deal from Microsoft and he might switch sides if Microsoft
offers, say Rs. 250 per seat (which they can, and they probably will,
to salvage such a massive deal).
