The last three years of "monitoring" Microsoft's activities, where 2 of the three "minitors" were of Microsoft's own choosing and they "monitors" resided in offices on the Microsoft campus have resulted in zero changes to Microsoft's behavior. Microsoft, Dell, HP, Gateway and the rest still violate the Clayton-Sherman act in that while supposedly selling a product that does NOT depend on the Windows OS, these PC OEMs "force" most users to purchase Windows. Some customers even think that it is illegal for the OEMs to sell a computer without WIndows! > In the past, both the Justice Department and > Kollar-Kotelly have expressed concerns over the > documentation that Microsoft has provided in its > licensing effort.
