Just incase you were being serious, minting a URI doesnt require you to
own a domain. You can:

1) Use the guid: or uuid: URN space, if you have a trusted GUID generator
   to hand, and like that kind of thing ;)

2) Hang URIs of any URI resource in your control (free webhosting account,
   purl.org, whatever) It doesnt have to be top level,
   http://www.cheaphosting.foo.com/~user/myplugins/ is fine

3) Get one from a free (or expensive for that matter) URI issuing
   authority. There are many.

4) MD5 the plugin DLL and append the cheksum to
   http://plugin.org.uk/plugin/gmpi/md5#
