That's a bit strange, they were written for RISC OS OvPro in 1998 and are
a step by step method that always works for me.

Only ever having used the RISC OS version, I make watermarks by creating
the image in a frame, change the black to 5% and then put another
transparent frame over the top. Does this not work in Windows?

Yes that works, my method is similar but involves the Master page.
