Great to see that the 5x2 task is so popular...
As for timing, I would recommend to follow the well established F3K section of the code. Alas, if I am not mistaken, this part of the code does not specify "full seconds" for the scoring, but all numeric examples lead to this. Thus I recommend that we use full seconds only. I could see that the most proficient pilots can relaunch a glider within a second or less after having grabbed it by the wingtip. Trying to measure with any precision the duration of the hand contact while relaunching is going to complicate the work for the timekeeper. If we keep to the full seconds, we make the best chance.
Obviously, Tomas' recommendations about this should be decisive.
