The thing about the LOC rating system is that it does not really make any judgements about what is appropriate for anyone, it just states whether "strong language" "violence" or "sexually explicit" content is present in the book. For small amounts of anything in those categories the word "some" is used. They do not prevent access to these books by minors. I assume this is because the system was only really designed for cateloguing not access. I distinctly remember being told that it is not ok to comment on the content in either the short or long synopsis fields, but comments are allowed in the reviews that noone writes, and that can not be written until the book is available in the collection.
