If you are concerned that a certain person may not be reading the entire list, perhaps write to that person privately about a book. If the person then does not answer your email, you can mention it on the list and perhaps somebody knows that a list member is occupied with non-bookshare things.

I disagree.
I don't know anyone on this list personally.
Did any of you know my father was very ill this spring before he passed
away? Did anyone know that I spent quite a bit of time travelling back
and forth between New Jersey and Montana as a consequence, and that it put
a crimp in my validating, among other things? I think not, since I did not
mention it on the list. When someone is having a crisis, validating and
chatting on this list can easily be ignored. Shocking to some, I'm sure.

But whatever. If books stay on hold forever and a day, I guess it's none
of my business, and I will tell myself not to care. There are plenty of
other fish in the validating sea.
