Usually it just misses out lines, which can be recovered if you add
the missing <dir> and </dir> lines. I assume any missing file tags
will just result in those files being treated as new. Unfortunately

Is that the cause of "The file list has become corrupted" error which I
see far too often when it is trying to back up my complete main drive,
(with some directories such as !Scrap ignored). I doubt it successfully
backs up more than about three times without falling over and "force"
never does anything.
I have to delete the job and create a new one every time.

Backing up individual directories such as !Pluto, or the directory
containing all my data on my Arcin connected drive seems to proceed
faultlessly. Fortunately, they are ones subject to daily change.
