I wrote a program - had a resizeable window, which you positioned over the window whose redraw speed was of interest. The program then continuously opened this window at the front and back and timed how long it took. That's how I'd measure redraw speed.
I've looked and I've found the program, 1989 timestamp, presumably useless on ARM 7. No source code...
