The W-8BEN is for a "Non Resident Alien" not a Resident Alien on back of
the Passport... Resident Aliens and U.S. Citizens owe taxes it says even
if living abroad..
Non Resident Aliens are for those who claim otherwise..like a state
national from one of the freely associated compact states ... under the
Articles of Confideration.
One version of the W-8BEN (there are several) even has a choice as?
"union state citizen" each state being its own nation. (not a federal
citizen.).

Best way to "compromise" is to place brackets around the number and put
it on there. The brackets officially remove it from the document...
