Yes i agree with Bill...if you have never been issued a SSN *then *you
must enter zeros.

Citizens and Resident Aliens abroad... both of these titles own taxes..

Best way to "compromise" is to place brackets around the number and
put it on there. The brackets officially remove it from the document...
