PdF files have been accessible since JAWS version 4 at least with Adobe 
version 5. While the contents of some Adobe files may be inaccessible in the 
same way that the contents of some Word files are inaccessible, Adobe files 
have been potentially reasonably accessible now for a number of years. 
Unfortunately the myth that all PDF files are inaccessible is a myth which 
sadly has taken too much hold.

Are you saying it's irrelevant which version of Windows used,
and irrelevant which version of jaws used?

Maybe this is the crux of issue, some people are forgetting that not
everyone has  up-to-date  software, and not everyone has same knowledge of
their  system.

Everyone is  different in terms  of  abilities,  knowledge, and access to
training.

It's the same sort  of  issue  for mobility.
Just as one may argue:  "get your  access I.T  training then you are
ok"  One could also argue:  "Get  a guide dog, or learn how to use
long  cane  then you are ok  out there"

Sadly  real world not as  simple as that is it!
