cancel tax is calculated on the size of the property the value of the
property et cetera. some blind people may pay council tax others may have
benefits which cover the cost of it.

I dont necessarily think TB should be free. I am very happy for RNIB

Let me see if I have understood this properly. You think that the
talking book service should be "free" - i.e. paid for from donations, 
but you don't think RNIB should actually ask for donations )which of 
course we are all free to make or not according to our preferences and
circumstances) in order to run it.
Is that right?

Comes very soon after their making Talking Books free...
The link they provide does not give further info about this fund,
as far as I can see.

free
for much longer. expect the RNIB to ramp up their campaign with
strap
lines  along the lines of"without your support we cannot continue

offer this service"  or something to that effect./
