Oh well, I'm rather surprised at that.
I must admit that one of the most useful gadgets that I've been fortunate to
have for the last 10 years or so is a scanner. When I can't get the book
that I want, if I can beg, borrow or steal the relevant volume I then scan
it. Not ideal for every body but it's something I very quickly got used to.

I don't think this is the case. In Perth & Kinross, only half the
subscription cost was met.

I was one of the fortunate people whose subscription was met by my local
authority, the Moray council in this instance. I believe that most local
