I don't think this is the case. In Perth & Kinross, only half the subscription 
cost was met.

I was one of the fortunate people whose subscription was met by my local
authority, the Moray council in this instance.  I believe that most local

Let me see if I have understood this properly. You think that the talking
book service should be "free" - i.e. paid for from donations, but you don't
think RNIB should actually ask for donations )which of  course we are all
free to make or not according to our preferences and circumstances) in order
to run it.
Is that right?
