How would putting this on an application server help? Again, SMB can't
afford redundant CSS 11005s or F5 load balancers...  If WI is down, it's
down regardless. Round-robin DNS would cause a user's request to fail 50% of
time.

Again, I don't see how having 2 servers is better than 3 (of which one is a
dedicated DC).  

There are other methods for connecting to the farm as a backup.

Citrix allows for the license server and DS server to be down for a quite
sometime...

Ok, different tactic.  If you put, licenseing, DS, WI, etc on this one
server, what happens when it goes down?  The 2 load balanced servers
are now meaningless because users cannot access them.  Along with DS
being down and everything else.  That is a single point of failure for
multiple services.  Never a good idea.
