Perhaps, but the HUGE single point of failure is better than installing those service on the actual application servers themselves. Jeez, Application servers are often recycled (rebooted). They can also be reimaged as need. How often in the past have we had something cause a BSOD or server to hang and stop responding? Too often... Application servers should be treated as application servers. NO DATA should be stored on them... That is good infrastructure design. That's why having as dedicated DC makes sense, you still have to put the infrastructure services somewhere. SMB generally don't have tons of servers that they can keep dumping services it on.
