David, I remember that C109 (1.5uf @200v) would either get leaky or shorted 
and could cause that problem. There should be 127v B+ on the +side of it. 
Also have you checked SCR 101 its on the heat sink for leakage, Its the 
regulator. It gets its drive from pin & of ic (u401). I don,t know if I 
mentions this but check starup resistor R115 (36k 2Watt) . The X-ray over 
voltage on this shows to be scr401 going to cr406 (20v) zener.  I don't 
remember how to bypass the protect maybe lifting one leg of cr406 and using 
a variac starting at 85 to 90v ac.
