I have lived here since 1968 and auto insurance was mandatory when I moved here. It had recently been made mandatory and people were complaining about the 300% increase in the price. Today they estimate that 1/4 to 1/3 of the drivers are without insurance so there is a $40 per car underinsured driver fee attached to the insurance.
