Chip,
I'm not advocating prosecuting people, but one should not be able to keep something they cannot finish the payments on and gotten into the hands of someone who needs it and can pay.
I am also not advocating large interest payments, but you have to have the things in place I listed in my earlier post. If you don't, you are essentially panhandling people because there is no structure in place to administer funds, disburse loans, etc. Without these, you can't apply for grants as seed money to get this thing off the ground.
