Same thing my friend.
So after all these tests I assume that the problem has nothing to do with jaws
does it? Is it possible that another application gets in the way?

Before you go to such drastic lengths can you try assigning the access
plug-in a simpler keystroke. Try Alt+8. Then move to a note and press that
keystroke. After that, open the SibeliusToJAWS ini file again.
