This does appear to be consistent with the tuner order. It simply 
says that if you want to build a cable ready TV it must include both 
OTA and cable tuners.

But it does not change the implications of the footnote I cited in 
the tuner order. It will still be possible to build "DTV Monitors" 
without any tuner, and a cable or DBS STB that does not include an 
OTA tuner.
