The videos are not QuickTime, but QuickTime is providing the support
to deliver video via the network and the player to view it. The key
issues were addressed with the release of QuickTIme 6.5, which
incorprated the tools necessary to move files across telco networks -

Give the fact that h.264 support was not added until the release of
QuickTime 7, it is likely that the codec used for these videos is
h.263, which was primarily used for videoconferencing.
And Verizon can't even offer iPhones (yet). What, are they trying to
play nice with Apple?
Given recent announcements that Verizon wants Apple to end its
exclusive deal with AT&T, one might come to this conclusion. But in
reality, I suspect that this decision predates the release of the
iPhone. The press release above was written in 2003. Rather, this
points to the reality that QuickTime is a digital media tool kit,
with tools to support many platforms and applications. Looks like
Verizon chose to use QuickTime as it provides the end to end tools
they needed to support video capture and transport across their
network.
