Art, they have lock out lugs because the rear element would hit the mirror on 
the a film camera.  I assume you are asking about some of the ultra wide angle 
zoom lenses that Canon makes for the EOS EF and EFS mounts.

  What I was asking, is why do the digital lenses have lockout lugs so that 
they cannot be used on film bodies, if in fact that they are better????

  A true comparison cannot be done on a film camera body, especially a Canon, 
for this lockout reason!
