Ah, I see.  Okay.  Something about the phrasing of your earlier comment made 
me think you were basing it all on the prospect of blind computer users 
becoming more affluent as a group, and thus state rehab agencies declining 
in terms of their importance to FS.  And I think this misperception 
resonated so easily with me because a lot of the inertia that is so 
different from most private sector markets has to do with the inertia 
specifically of government agencies who, once they become comfortable with a 
particular supplier or vendor, resist even their own clients' suggestions to 
shop around or authorize something different.  In any case, this certainly 
was the impression I got from my own direct experience in California over a 
period of several years, and, at least in the U.S., it's typical 
bureaucratic behavior.

Thanks for clarifying that you meant a mixture of forces, including 
customers who could change brands making the change.

No, what I'm saying is that the number of JAWS users on whose loyalty FS
can depend is not a stable constant. Without new JAWS users being added to
the mix, it will drop off as existing "loyal" users pass on, simply decide
not to renew SMA's, are able to scrape together the money to buy screen
readers, or switch to other operating systems. FS seems to believe that it
is momentum, not innovation, reliability or earned loyalty, that will
somehow keep them going perpetually. But they can't depend on it, they
must work on the other three things to be viable in the long-term.
