Are you talking about compiler flags?. This is recurring topic in

Benchmarks show that performance optimization at the compiler level
beyond this point doesnt have any significant effect on this system
while losing out compatibility with several class of processors and
potentially introducing subtle bugs into the system due to the way GCC
code optimization heuristics works. If there are speed differences
between distributions, compiler flags arent really the answer
