I think it would be beneficial to change the current R5 directory structure for OpenBeOS R1. There could be a directory "common" or whatever which is holding the current config stuff (not the settings, but drivers etc. - users shouldn't be able to have their own drivers; doesn't make that much sense either). Let "/boot/home" be a link to that directory, so that it won't break any of the current apps (of course you could also just change the meaning of the current home directory). Then there could be an additional "/boot/users/baron" directory (or symlink) where the actual user data and configs are stored. That's an extension that will barely take any (more) time to code, but will move the directory structure to be able to fully support multiple users - just on disk, I don't want to restart that discussion.
