Users absolutely should be able to have drivers. 
Among other reasons, when you install 3rd party drivers (like Thomas' IDE
driver), you have an easy way to regress. If all drivers go into /boot/beos,
there is no "safe mode". 

I am not against changing the directory structure. For R2. 
Among other reasons, doing the job 1/2 way wins us little and will lock us in
to a direction that we haven't necessarily fully considered or agreed to. :-/

That is *exactly* why we have GE.
