I would not reject a book if it needed a print copy and I didn't have one
or couldn't use one. In that case I would release the book for someone
else to validate. Of course, this would depend on the number of errors

I suspect that this is well-tracked by staff. If I have any doubt about
whther I can do a good job, I reject a book. I've had instances where two
or tree in a row had work that could be done with the print copy, to
which I didn't have access.
My belief, (Hope?) is that most people are pretty reputable, and if they
aren't, it's up to the staff to deal with them. The more rules and
regulations we put into effect, the harder it will be to volunteer.

Please understand my appreciating volunteering. I too do not
particularly think a person needs to become a member to be able to
volunteer as long as he or she actually does submit or validate rather
than using the step 1 list in the way I previously described.
It is the possible miss-use of step 1 I want to track. I want some way
to make volunteers who are new feel welcome and trusted and want some
way to slow down the thing where a book gets taken over and over but
never validated. If I have hurt or upset anyone I truly apologize.
