I doubt that you would have to pay for a membership, or even the setup fee in order to get access to Step One. After all, Grandma Cindy isn't eligible for membership, but she can validate books. So theoretically, a person would not need to claim disability, just sign up as a volunteer and start downloading. I both submitted and validated for a couple of months before I even paid one cent. I had access to Step One without paying anything at all.

I notice certain peopl whose names appear a lot with a book and they never seem to take that book to completion. Perhaps they do in fact take other books to completion.
