[bksvol-discuss] question about membership rules and volunteer credits

Is the following scenario possible at present?
1. I pay the initial bookshare setup fee after my status as a
disabled person has been verified.
2. I do not pay for a year's membership. Thus I do not have access to
the general books lists.
3. I do sign up as a volunteer and have access to the step 1 list.
4. I repeatedly download books from step 1 and do not actually validate any.
