Hello,
My guess is that when any particular person renews a book many times, they actually have some intention of working on it. If one really wanted just to be able to read books without paying for, or earning a subscription to BookShare, they would only need download the book once to validate. The opportunity to validate a book expires after a week, not the file that remains on the volunteer's hard drive. Just my thoughts.

I do know of times when the book is taken over and over by the same person only to be released back to step 1 though. Perhaps your explanation of fear of rejecting a book explains all this.

Please understand my appreciating volunteering. I too do not particularly think a person needs to become a member to be able to volunteer as long as he or she actually does submit or validate rather than using the step 1 list in the way I previously described. It is the possible miss-use of step 1 I want to track. I want some way to make volunteers who are new feel welcome and trusted and want some way to slow down the thing where a book gets taken over and over but never validated. If I have hurt or upset anyone I truly apologize.
