The Interpretive Center is/has been closed for work, but I have not heard/seen anything stating that the observation deck itself was closed; none of the park rangers (I think that is the correct term) have had an issue with anyone on the observation deck.

 

The orange netting was there as there was a lift parked there and it was to prevent people from walking near/around it, but it then meant you had to walk around the building to get to the observation steps that took you down. They might be done with it now, at least temporarily, so the barrier has been moved and no longer impedes access to the steps. I’m sure that the orange netting was due to the contractors doing the work and not the park staff.

The other side of the deck was completely open when I was there recently (the side by the front door.  I never could understand why the webbing was there since the other way is clear.
