Model and high power rockets, including igniters, are expressly
exempted from the USML. Which references NFPA 1122 and 1125.


What additional restrictions are there for non-US persons? Are non-US
persons allowed to be in possession of a commercial solid motor? A
homemade solid motor? Igniters? Are they allowed to purchase ammonium
perchlorate, ammonium nitrate, potassium nitrate, or powdered aluminum
or magnesium? If so, are there other requirements?



If the propellant is on the ATF's list of explosives, the ATF
definitions of prohibited persons applies.

One of these days the Department of Homeland Security will finalize its
rules on the sale of ammonium nitrate. When they do you will have to get
a license from them to buy. The last Unified Agenda has a date of
October 2015 for the final rule but I wouldn't bet on it. Last year they
said December 2014.
