The second stages are tanks and an engine/guidance module. Keep the
tanks in orbit, for whatever - tankage, living space, raw material for
smelting - and reenter only the engine/guidance modules, in bunches.

You'd need some method to keep that stash collected in one place.

It might be a good idea to collect the cargoes in one place as well, which should be in LEO to keep total impulse down: eg for on-orbit assembly, perhaps better done in LEO than in GEO, or just for aggregation for transshipment to GEO.

If you are doing on-orbit assembly or aggregation then using a "base" (or three) in equatorial orbit allows lots and lots of launch windows with first-orbit rendezvous from an equatorial launch site.

my son currently does his thesis on orbital littering :-)

Most interesting.

Some time ago I thought about a layered approach - something like up to 250 km is free-for-all, 250-300 is military, 300-350 is earth observation, 350-450 is human activities, 450-500 is something I forgot, 500 plus is unregulated.

The actual numbers and layers are only roughly thought out. And yes, a cascade in one layer would affect the other layers, so it isn't that great an idea - though it might have some benefit.
