Some time ago I thought about a layered approach - something like up to
250 km is free-for-all, 250-300 is military, 300-350 is earth
observation, 350-450 is human activities, 450-500 is something I forgot,
500 plus is unregulated.
The actual numbers and layers are only roughly thought out. And yes, a
cascade in one layer would affect the other layers, so it isn't that
great an idea - though it might have some benefit.
