Sounds like either updates to Vista have changed things, or it's a property of the video card drivers.
Have you had a look in the Event Viewer? Vista's is significantly improved, and often contains useful information. I was shocked when it actually helped me track down a suspend/resume issue related to Bluetooth. It'll report things like restarting failed drivers in the event log.
There are some related events, but they don't say anything useful. There's "A request to disable the Desktop Window Manager was made by process (dispwin.exe)" and "The Desktop Window Manager was unable to start because a composited theme is not in use" There's no indication of the win32 function call that actually triggers this, and their "help" on these events leads nowhere.
