Kevin,
You're right on the money for chassis, it's a TAC9754.
Here's a summary on the shutdown circuits that may help:

The summary is 15 pages long, just substitute [Mod1sg1.html] in the address and 
change it to 
"sg2" for the second page and so on...
and I'll look to see if I have the service manual for it..

This set comes on for a split second and then goes into shutdown with
the power light slowly flashing off and on.  I looked in the member's
area but could not find this model listed.  Does anyone know what
chassis family this set belongs to?  I am guessing it is in the list for
Toshiba, but not by model number.  Thanks.
