On a hunch: If it is dead, no clicks, but the eeprom has the +5V on it's Vcc, Go to regulator IC U14701,(located at front of chassis) Check ohms on it's +12.1V output pin# 6. If short, there is a short on that 12V run line. Remove the underside tuner shield to access IC U17701 ufh/vhf/osc/mixer (SMD). lift pin 8 Vcc. If short clears, replace shorted tuner IC U17701.
