+153 volts in standby is normal
Unsolder R14708 on front of main board (labeled R708 on board)
then in standby measure for +5 and +12 at pins 6 and 7 of IC14701
if missing eithe replace IC14701 or look for load on these pins
Also look very carefully around eeprom and micro for coolant leakage
Had this last week finally removed chipper check service connector from
board found corrosion underneath
