Did you ever see evidence of a coolant leak?  Very common on this set is to
have a small ( Very small! ) puddle right next to the EPROM....this may also
go under the white jack next to it that the chipper check plugs into.  Since
you changed the uP and the EPROM already , remove the white jack next to
EPROM and clean the board really well.

If this doesn't help , a chipper check unit may be useful.  They are only
about $120 and are helpful for all the RCA sets.
