Try disconnecting the trigger to the dual voltage regulator (5/12v reg) so
that the regulator will stay on then disconnect pin 3&4 on the micro (the
run clock and data) plug in and press the power. If the set comes on you
have something pulling down the run clock and data lines. You can reconnect
pin 3&4 then disconnect the clock and data to each IC one at a time and try
the set, if it comes on then change that IC. As long as these lines stay low
the set will never run.

I have tried to keep up with this thread to get new info and hope noone
suggested this already, sorry if this is redundant.
