Well, first the insurance industry people get into the state legislatures
and pass laws making insurance mandatory. Then they sell the insurance with
monthly payments. So a guy who needs wheels scrapes up $500 to get something
that moves, makes the first monthly insurance payment so he can get tags,
and doesnt bother with any more payments. Now you have an uninsured
motorist. Its estimated that 1/4 of the motorists in SC are driving without
insurance.
They used to set up inspection points at strategic side street locations. A
policeman told me that about one out of three motorists stopped at an
inspection point would have a problem with expired insurance, expired or
wrong vehicle tags,  an invalid vehicle registration, expired or suspended
drivers license, or outstanding warrants for unpaid tickets or criminal
activities. Thats all without a search for contraband, dope, or open
containers of alcoholic beverages.
They had to stop the inspections because of complaints of neighborhood
profiling, and due to accidents caused by motorists turning around in a
panic to flee the checkpoint area.
