Problem solved. Turned out to be leaky cap C3C2  off pin 1 of O/P IC.
(100ufd/35volts), and a bad (new) LA7838.

Ed,
    Similar problem different model..Remove all glue from board, ate
trace
vert drive to the LA. The glue was not near vert circuit, I believe B+
feeds
vertical and audio...
