Most probably bad HDD. I can tell you for
sure the operating system and info you had in the hdd are lost.
regardless of what the problem was or what caused that, you can do the
following: get a win98 startup disk; boot with it and try a dir o dir /p 
command
in case you can reach c:\
If you get the prompt and execute the dir command (which is rather unlikely),
100% info is corrupted, so you can  format c: /q  . That is gonna tell you
at the end of the quick format, if you have bad clusters and how many.
In that case just just get a new HDD
If it can't even read disk c: just get a new HDD
If it does nof found any bad sectors it was a virus or something like that and
you'd better do an inconditional format (format c: /u) and reinstall your 
favorite
operating system, etc.
In fewer words: in this state of affairs there are only 2 possibilities 
ahead of you:
trash it or format it.
