I think you are missing the point.  This is not just the installation and
maintenance of electrical equipment.  You refer to someone who 'wants to
plug a handset in'.  Surely you appreciate that handset access to a traffic
signal controller by an untrained operator has the potential to cause
disastrous consequences.  In terms of 'Equipment Access' it sits at the very
highest level and is the most deserving of accreditation.  Regarding the
comment that 'the Sector scheme needs to be made to address the needs of
Local Authorities' if you look into it you will realise that it does in that
anyone who needs to access traffic signal control equipment need to be
suitably assessed.  You cannot assume that maintenance engineers will make
mistakes but LA engineers will not. In fact it is more like to be the
reverse.

Sector 8 is a golden opportunity for all sides of the industry to perform on
a level playing field to an agreed standard and it will be very sad if we
allow petty and parochial attitudes to cloud the issues.
