I have to agree with Ian on this. Clearly we have to cater for 'hands on' clients, but I would have thought that in the majority of cases 'hands on' relates mainly to 'dealing with traffic' rather than 're-cabling the junction' - in which case the sort of areas of training listed by Derby (i.e. controller familiarisation, health and safety, use of manual panel, etc.) seem very sensible.
